On October 12, the Chesapeake Bay Program signed a memorandum of understanding (MOU) with the Chesapeake Monitoring Cooperative (CMC) in support of incorporating citizen science and non-traditional partner data into the partnership’s work.

This will be accomplished through the following six commitments:

1. To work cooperatively to support and sustain a network of citizen scientists and non-traditional partners.
2. To promote the collection of data by citizen scientists and non-traditional partners that can help the Bay Program adaptively manage and track progress toward the Watershed Agreement.
3. To support Chesapeake Data Explorer, an open-access clearinghouse of data generated by citizen scientists and nontraditional partners, and integrate this data into monitoring networks for education, management, targeting and regulatory assessment.
4. To develop and adopt methods for data integration into regional monitoring and assessment strategies.
5. To collaborate with the CMC in training with diverse, equitable and inclusive volunteer and non-traditional partner base for monitoring efforts.
6. To support and actively contribute to the review and implementation of standard protocols and quality assurance programs to produce data of known and documented quality across all seven watershed jurisdictions.

The CMC is a partnership of the Alliance for Aquatic Resource Monitoring, Alliance for the Chesapeake Bay, Izaak Walton League and University of Maryland Center for Environmental Science.

Nutrient losses from all contributing activities on developed lands account for about one quarter of the excess phosphorus and one eighth of the excess nitrogen loads entering the Chesapeake. Members of the Lawn Care Product Manufacturing Industry, represented by the The Scotts company LLC, have been working diligently with the Chesapeake Bay Program and the Land Grant Universities of the watershed to develop a scientifically based, environmentally beneficial and economically viable Stewardship Program to reduce nutrient losses from homeowner fertilized lawns.

This Memorandum of Agreement provides for enhanced cooperation between the U.S. Fish & Wildlife Service Pennsylvania Field Office (PAFO) in State College, Pennsylvania, the Alliance for the Chesapeake Bay (Alliance) and the U.S. Environmental Protection Agency (EPA) as partners in the Chesapeake Bay Program.

The purpose of the Chesapeake Bay Gateways Study is to develop alternative concepts on enhancing public access, providing public education and interpretation on Chesapeake Bay natural and cultural heritage and to identify appropriate future roles for the National Park Service in the on-going state/federal Chesapeake Bay protection effort.

This document sharpens the focus of the EPA and the USDA to carry out activities to help Chesapeake Bay Program partners meet their nutrient reduction goals. EPA and USDA commit to using their complementary authorities and programs to work cooperatively on nutrient reduction activities in the Chesapeake Bay watershed. Responsibilities for both agencies are explicitly defined.

This MOU is the first step towards achieving environmental improvements in inner-city wards through community-based organizations, the parties of this agreement commit to coordinating personnel, programs and resources, to empower communities in the areas of environmental policy and regulation, education, training, and development of green-based jobs.
