The purpose of this agreement is to amplify the January 1988 Memorandum of Understanding between the USDA-Forest Service and the Environmental Protection Agency, as it pertains to providing technical services to State Foresters and other cooperators for the purpose of reducing nonpoint source pollution addressed in the 1987 Chesapeake Bay Agreement.

This memorandum of understanding establishes the participation of the U.S. Army Corps of Engineers (COE) in the management of the Chesapeake Bay Program (CBP). It reflects the mutual desire that the capabilities of the COE in their areas of expertise contribute to a coordinated effort toward protection and restoration of the Chesapeake Bay environment.

This memorandum of understanding establishes the participation of the National Oceanic and Atmospheric Administration (NOAA) in the Chesapeake Bay Program (CBP). It reflects a mutual desire that the capabilities of NOAA in the area of environmental studies contribute to the cleanup of the Chesapeake Bay, further, that State/Federal resource management functions, in such areas as coastal zone and fishery management, benefit from and are coordinated with cleanup activities.

The purpose of this Memorandum of Understanding (MOU) is to sanction the wetlands partnership among the Fish and Wildlife Service's (FWS) Chesapeake Bay Field Office (CBFO_ and National Biological Service's (NBS) Patuxent Environmental Science Center (PESC) in the U.S. Department of Interior and the Natural Resources Conservation Service's (NRCS) Wetland Science Institute (WSI) and Maryland State Office (MSO) in the U.S. Department of Agriculture. This MOU provides for coordination of efforts of the NBS and NRCS in serving the scientific needs of resource managers in the Chesapeake Bay Region.

USGS agrees to join with the Environmental Protection Agency (EPA) as a contributing member of the institutional framework established by the Chesapeake Bay Executive Council

This MOA sets forth the basic principles and guidelines under which the parties intend to cooperate in environmental program areas including research, development, and demonstration projects; the exchange of ideas, information, and data; the utilization of laboratories, equipment, and research facilities; emergency preparedness; compliance reporting; environmental auditing; training and education; and other efforts to further the advancement of knowledge in the general area of environmental policy, regulation, compliance, research, development, and demonstration.

The United State Coast Guard (USCG) and the United States Environmental Protection Agency (EPA) are charged with enforcing and administering a number of laws to protect the environment. Specific agency responsibilities are defined by statute, regulations, and the Federal Region III Oil and Hazardous Substances Pollution contingency Plan. Inland, the EPA has the lead for spill response, while, in coastal waters, the USCG has the lead responsibility.

This Agreement was created to support the State of Maryland's efforts to identify a long-term economically and environmentally sound dredged material placement plan, in accordance with Federal and State laws.

As a result of continued need for environmental protection and restoration, in 1987 the District of Columbia, the State of Maryland, Montgomery County and Prince George's County signed an agreement to restore the Anacostia Watershed.

This MOU serves to enhance the coordination between the United States Postal Districts located in the states of Maryland, Virginia and Pennsylvania, the District of Columbia, and the United States Environmental Protection Agency.
