Doug Bell

Doug is a Senior Technical Advisor within the Chesapeake Bay Program’s Partnerships and Accountability branch, and also leads the Accountability and Budget Team. He leads, coordinates and advises on a range of projects for the Bay Program, currently focused on organizational strategy, structure and evaluation. Doug began working in the federal government in 2018 and has led projects across a range of disciplines, including: strategic planning, program evaluation and analysis, policy and scientific technical analysis, interagency and cooperative agreements and operations. He also holds a B.S. in Ecology and Evolutionary Biology from the University of Michigan and a PhD in Marine Science from the University of South Carolina. Prior to his career in the federal government, Doug pursued a research career in aquatic ecology focused on nutrient cycling, particularly phosphorus composition and transformation across a range of environments (open ocean, estuarine, freshwater).
